Residents of special economic zone "Titanium Valley" paid 100.5 million rubles to budgets of all levels in 2017. This is the first significant tranche to treasury from SEZ’s residents so far.
Volume of tax deductions is one of the main KPIs of SEZ “Titanium Valley”. According to forecasts of regional government, in 2017 residents of "Titanium Valley" had to pay 50 million rubles. Thus, the figure has been fulfilled by 202%.
Artemiy Kyzlasov, CEO of the SEZ “Titanium Valley”:
"Our residents are still being built, some of them will start production in 2018 - but even at this stage first taxes went to treasury. This year, because of launch of three plants, this figure will increase. Since there are tax holidays in the SEZ, the state for 49 years does not seek to receive as many taxes from residents as possible. Nevertheless, federal budget subsidizes further development of special economic zones at the expense of these funds. "
Indicator of attracted residents number was fulfilled by 133% in 2017. Management company entered into agreements with four investors: “NordBasalt” LLC (amount of investments in the project is 2.06 billion rubles), Ural Boeing Manufacturing (5.5 billion rubles), “STOD-URAL” LLC (10.6 billion rubles) and "Rusmed" LLC (126 million rubles). Totally, "Titanium Valley" has 13 residents.
In 2017, companies invested 3.62 billion rubles (cumulative result - 5.19 billion rubles) in implementation of their projects within the SEZ. 34 workplaces were created by SEZ’s residents in Verkhnyaya Salda for the past year, and altogether 133 workplaces appeared for the entire period of SEZ existence. Performance of KPI is 100%.
Volume of state investments is included in list of efficiency indicators of SEZ "Titanium Valley". This indicator was fulfilled by 138% in 2017. Last year, management company of the SEZ received 591.94 million rubles from the regional budget. 162.44 million rubles were spent to purchase a land plot, needed to create prospective second stage of "Titanium Valley" on basis of Uktus airport in Yekaterinburg, and 429 million rubles were spent for completion of infrastructure construction of the first stage.
During the year, management company built 9 infrastructure facilities, including gas pipeline, rain drainage system, customs complex, rain and household collectors, roads and parking, communication networks, low-voltage networks, etc.
"In 2018, main infrastructure challenge of Verkhnyaya Salda platform is reconstruction of railway station and branching of railway to sites of residents. By February we will finish design of these facilities. "
Forecasts and targets for 2017 and 2018 are approved in agreement on transfer of authority to manage “Titanium Valley” from federal to regional level, that was concluded between Ministry of Economic Development and Government of the Sverdlovsk region in September 2016. Thanks to this reform, a comprehensive algorithm for estimating Russian SEZs has been developed.
